On March 12, Qingdao Customs launched its “Intelligent Control” System, which includes 4 modules of “Intelligent Inspection”, “Intelligent Logistics”, “Intelligent Bulk Cargos” and “Intelligent Services”, totaling 27 applications. This intelligent system, by integrating relevant systems, equipment and departments, can capture real-time logistics data, simplify operational processes and improve business efficiency while reducing cost, thus serving as a new approach for intelligent control that is adapted to modern logistics.
As modern logistics increasingly features network, automation and intelligence, Qingdao Customs has carried out the reform of “Intelligent Control” in an automated and intelligent way, starting from automated wharf container control, Dongjiakou port bulk-cargo control and Jiaozhou multimodal transport control. The aim of the reform is to make customs control more precise and intensive while interfere less with the logistical process.
Since its initiation in last September, the “Intelligent Control” reform has been jointly carried forward by many parties for almost half a year. To date, the establishment of infrastructure, the data pool, basic platforms, application modules and the unified portal have been completed. Once launched, the system can guarantee 100% paperless operation in the main process of cargo control, 100% accurate release of means of transport, and 30% less time for container inspection, manifest modification and sealing operation.
Take the “Intelligent Inspection” module as an example.Qingdao Customs, using intelligent inspection equipment and artificial intelligence technology and following the principle of minimal intervention, has adopted such measures as “non-intrusive inspection (NII) in advance” , “intelligent image examination” and intelligent application of inspection equipment, thus optimizing the inspection procedure with a higher proportion of non-intrusive operations. The first “advance NII” equipment, installed at the automated wharf, is used to examine export/import containers on their arrival at the customs control areas and produce real-time X-ray images for centralized expert analysis and advance risk control. The advance NII makes it possible to integrate customs’ cargo control measures into enterprises’ logistical process, avoiding subsequent repetitive operations to make logistics more efficient. In addition, the optimized procedure has reduced the time for inspection preparation by 30%, rendering inspection more efficient.
Qingdao Customs’ “Intelligent Control” System can make cargo control, port management and logistical process more intelligent.
