Since 2013, under the leadership and deployment of the State Council, local governments and departments across China have devoted great efforts to streamline administration, delegating more power to lower levels and transforming government functions. [Chen Xudong]: GACC pays great attention to streamlining administration, delegating more power to lower levels and transforming government functions. [Chen Xudong]: To strengthen organization and leadership, and planning and coordination of this work, GACC has set up a leading group headed by Minister Yu Guangzhou for simplifying administrative procedures, delegating more power to lower levels and transforming government functions, formulated the Opinions of the Party Leadership Group of GACC on Streamlining Administration, Delegating More Power to Lower Levels and Transforming Government Functions, to do the work down-to-earth, in accordance with the requirements of the Party Central Committee and the State Council. 04/03/2014 14:36:21

[Chen Xudong]: To advance the streamlining of administration, delegation of more power to lower levels and functional transformation, the Customs focus on cutting off unnecessary examination and approval procedures, and reducing their intervention into minor affairs, control well and effectively what should be under control, and delegate the power that should be delegate in place, so as to achieve the expected effects, make the market play the decisive role in recourses allocation and give better play to the Customs as government agencies. In other words, we try to increase the market vitality via reducing the power of the Customs, so that the enterprises and the public can really benefit from this reform. 04/03/2014 14:36:55
[Chen Xudong]: To be specific, 7 items requiring administrative approval in the customs administrative approval system are canceled or delegated to lower-level departments, accounting for 1/3 of the total number of items that the Customs have registered with the State Council. Only by freeing our mind and changing our ideas can we have clear thinking and accurate direction for power decentralization. In the past, we stressed too much on the management function of the government. As a result, the “tangible hand” of the government put too many things under control. It managed lots of things that should not be under its control or that were beyond its control, and failed in administering well what should be under its control. The Third Plenary Session of 18th CPC Central Committee has put forward, “let the market play a decisive role in resources allocation and give better play to the role of the government”. It requires us to delegate the power that should be delegated voluntarily and to manage things within our capacity in a careful and responsible manner. 04/03/2014 14:37:39
[Chen Xudong]: Second, our management methods have been greatly improved thanks to the technical development. The threshold-style pre-management in the past has been transformed into the in-process and ex post management through more scientific, intensive and standard approaches. For example, the reform on the administrative examination and approval involves 6 items related to processing trade. Its core content is to optimize the supervision process and management manner with the IT resources, so that the Customs can improve their supervision efficiency after delegating the power, and achieve accurate, effective and fine management. 04/03/2014 14:38:07
