Crackdown on Smuggling – about Customs Anti-Smuggling Stories of 2013
[Chen Jianxin]: Yes. From October to December 2013, Guangzhou Customs carried out the three-month “Thunderbolt” special campaign, focusing on cracking cases involving drug smuggling via postal services. They filed 66 cases of drug smuggling for investigation, and smashed 12 drug smuggling gangs, and seized 121 kg drugs in various kinds. 03/12/2014 15:39:43
[Chen Jianxin]: As the central hub of South China, Guangzhou is equipped with a well-developed transportation system and sees a huge number of people travelling to and from the city, so it has long been the primary place of drug-related crimes. Guangzhou Customs have always taken crackdown on drug smuggling as a significant political task. 03/12/2014 15:40:10
[Chen Jianxin]: The “Thunderbolt” campaign has a few important features. For instance, it fully utilized the monitoring system of postal delivery goods, which was independently developed by Guangzhou Customs. By virtue of risk analysis, they directly located suspect packages from the mass postal items and conducted accurate detection and investigation. Besides, they implemented 100% control and 100% examination for packages and mails from flights as well as countries and regions with high risks of drug smuggling, and gave full play to the advantages of drug-detecting dogs, etc. 03/12/2014 15:40:46
[Wang Hua]: Mr. Chen, what we’ve talked about is mainly smuggling problems in the process of import. So how about the situation in the process of export? 03/12/2014 15:45:47
[Chen Jianxin]: In the process of export, there are mainly two types of smuggling cases: smuggling of resource products out of China and defrauding of export tax refunds. During the joint campaign, we filed and investigated 9 criminal cases of smuggling resource products during export, with the value reaching nearly RMB 300 million. To be specific, we detected a batch of major cases involving the smuggling of rare earth, coke, fluorescent powder, natural graphite and so on. And there were 5,000 cases of false declarations that affect export tax refunds, with the value reaching RMB 5.2 billion and suspected tax refund of over RMB 400 million. 03/12/2014 15:45:56
[Chen Jianxin]: In addition, we transferred and reported to the police some clues for the crimes of suspected defrauding of tax refunds, and effectively protected strategic national resources from illegally flowing out and made positive contribution to implementing China’s regulation policy on export. 03/12/2014 15:46:30
[Chen Jianxin]: One typical case is the serial case of smuggling coke out of China tracked down by the Tianjin Customs. The company involved bought license for export quota from qualified enterprises, understated the prices, and smuggled approximately 70,000 tons of coke out of China. And the suspected value from tax evasion was over RMB 13 million. 03/12/2014 15:46:48
[Chen Jianxin]: Another criminal case of defrauding export tax refunds was discovered by Nanjing Customs, the tax authority and the police. Through investigation, the suspects gained over RMB 100 million of export tax refunds by cheating through understating the prices for import and overstating the prices for export. 03/12/2014 15:47:07
