Crackdown on Smuggling – about Customs Anti-Smuggling Stories of 2013
[Wang Hua]: As strict crackdown on smuggling of solid wastes is put in the first place, we can see it is very important. As far as I know, GACC took the special campaign of “Green Fence” last year in order to strengthen the efforts to fight against smuggling of solid wastes. How is it going? 03/12/2014 15:14:29
[Chen Jianxin]: In order to strengthen the supervision of imported solid wastes comprehensively and prevent those solid wastes endangering the safety of our ecological environment from entering China, we had launched the special campaign of “Green Fence” since last February. In the anti-smuggling joint campaign started in this July, we continued to attach importance to anti-smuggling of solid wastes. 03/12/2014 15:14:54
[Chen Jianxin]: During the anti-smuggling joint campaign, we filed and investigated 52 cases involving smuggling wastes prohibited to enter the country, investigating and verifying 47,000 tons of “overseas wastes” prohibited to enter the country including waste slags, waste paints, waste tires and used clothes; and filed and investigated 73 cases involving smuggling solid wastes restricted to enter the country, investigating and verifying nearly 160,000 tons of smuggled waste plastics, waste paper, waste metals, etc. 03/12/2014 15:15:59

[Chen Jianxin]: Yes. One is the serial case involving smuggling used clothes detected by Guangzhou Customs, Nanning Customs and Shantou Customs, and the other one is the serial case involving smuggling of solid wastes cracked by Nanjing Customs. 03/12/2014 15:16:44

[Chen Jianxin]: This case was cracked in August 2013. We called it “401” gang smuggling of used clothes. Guangzhou Customs together with Nanning Customs and Shantou Customs stroke the whole chain including inward smuggling, transportation and processing of used clothes at the same time. They smashed the criminal gang specially engaging in smuggling of used clothes with one operation, arrested 24 criminal suspects and confiscated 750 tons of used clothes. 03/12/2014 15:17:58

[Chen Jianxin]: This is because the clue of the case came from the batch of smuggled used clothes seized by Guangzhou Customs on April 1, 2013. The Nanhai Customs subordinated to Guangzhou Customs then successively ferreted out 2 batches of used clothes with no legal sources, 230 tons in total. With further investigation into the case, we discovered a route of “Vietnam-Guangxi-Guangdong” for smuggling used clothes, so we pooled all the efforts to conduct in-depth investigation and we gave the code “401” to the clue. 03/12/2014 15:19:51
